Andreas Jaeger c0c5a64d4c Use promote for publishing 
Switch to using a promote job instead of a post job for publishing. This
avoids an extra run after release.

OpenStack Project Team Guide

To build the guide, execute the following command:

$ tox

After running tox, the documentation will be available for viewing in HTML format in the doc/build/ directory.
