Jeremy Stanley c78bcc445f Link to instructions for managing Gerrit groups 
The PTL guide mentions managing core group membership in Gerrit, but
doesn't include any explanation for how to do it. There is a section
in OpenDev's manual about this, so just refer the reader to that for
now.

OpenStack Project Team Guide

To build the guide, execute the following command:

$ tox

After running tox, the documentation will be available for viewing in HTML format in the doc/build/ directory.
