Michel Thebeau 7710d44634 Revert "Introduce vaultmon in the vault-manager docker" ...

This reverts commit bf321ae8d7.

Removing this commit due to an error, and because the required work will
not be completed soon.  De-risk the next stx release since this bug fix
is too much to complete in the time frame.
