update tzdata support until Jun 2026

tzdata expires every 6-12 months.
The current one expires on Dec 2025.

Updated to version 2025b-0+deb12u2
which expires Jun 28 2026.

Test Plan:
pass: generate ISO, install it, and
      confirm expiration on
      /usr/share/zoneinfo/leapseconds
