David Bastos 6fb801fbd7 Add application to be managed by the platform ...

The nginx application uses the key class "critical." For this class
to have an effect on the automatic ordering of app reapplication and
platform updates, the app must be managed by the platform.

Test Plan:
PASS: build-pkgs && build-image
PASS: AIO-SX fresh install
PASS: Upload, remove, apply and delete nginx-ingress-controller app
