Raphael 77a02f5072 Orchestration logs update 
This commit updates the orchestrator's worker process to log the
subcloud name instead of the step id when it receives the RPC from the
manager with the steps to process. This makes it consistent with the
other logs in the service.

Test plan:
1. PASS: Create a kube-rootca strategy, apply it and verify that the
   logs from the worker use the subcloud name when receiving steps from
   the manager.
