Replace dcorch-patch-api-proxy with dcorch-usm-api-proxy

This commit replaces the dcorch-patch-api-proxy service with the
dcorch-usm-api-proxy following its removal in 1.

Test plan:
1. PASS: All tox checks are successfull.
