Chandan Kumar (raukadah) 70186c84b4 Add deprecation about client_functional tests

Move functional tests from to watcherclient.

We are going to keep client functional tests and marking them
deprecated. It will be removed by 2024.2 EOL.

It uses debtcollector to add deprecation message.
