Guillaume Boutry f30f51d094 [ops-sunbeam,watcher-k8s] Unbound pydantic 
Only ops-sunbeam requirements.txt and watcher-k8s had an upper bound on
pydantic. All the charms were locked with pydantic 2.11+. Remove this
unnecessary upper bound, refresh watcher-k8s lock file.
