There are three different templates people may need to use when
opening an oslo spec. We should explain that in the readme.

oslo-specs

There are three templates from which to start a spec, depending on what you are proposing:

If you are proposing a completely new library: new-library-template.rst
If you are proposing a new policy for Oslo: policy-template.rst
If you are proposing any other major feature: template.rst
