Takashi Kajinami 60fb9c73c9 tox: Drop basepython
Python 2 reached its EOL long time ago and we no longer expect any
user may attempt to run tox in Python 2.

Removing the option allows us to remove ignore_basepython_conflict .

Generate a Python package project:

Oslo libraries require a working git repo for pbr to work, so you need to init a repo and commit to it before doing anything else:

cd oslo.$module_name
git init
git add .
git commit -a

Then:

  • Add the project to the OpenStack Infrastructure
