* Update octavia from branch 'master'
  to 40e13e517b3000a0e4b305fdfebe0c12d339f2bd
  - Merge "Remove unused amphora flow and status constants"
  - Remove unused amphora flow and status constants
    
    Remove unused code that was used in the spare pool feature.
    
    Cleaned up unused amphora-related code including:
    - get_create_amphora_flow function and its wrapper
    - MarkAmphoraReadyInDB task class and related tests
    - MARK_AMPHORA_READY_INDB constant
    - AMPHORA_READY status constant and all references
    
    Updated amphora deletion logic to only allow deletion when
    amphora status is ERROR, which is the correct behavior since
    AMPHORA_ALLOCATED amphorae should not be deletable.
