This adds the initial files and jobs for the repository.
It is manually based on the openstack cookiecutter,
removing all the python related parts we do not need.

LOCI based images

OpenStack-Helm requires packages that aren't installed in the LOCI images by default.

Mechanism used

The images are built by passing an extra series of bindep in the LOCI build system.

Code

The code to pass and build the image can be found in <TODO>
