Russell Bryant 6707eb203b Drop RpcProxy usage from PluginReportStateAPI
Drop the usage of the RpcProxy compatibility class from the
PluginReportStateAPI rpc client class.  It now uses the appropriate
oslo.messaging APIs directly, instead.

Part of blueprint drop-rpc-compat.
