Rodolfo Alonso Hernandez 48af145d95 Add "nova:live_migration_events" flag to subnode in multinode CI job

Added "nova:live_migration_events" flag to subnode neutron.conf file in
"neutron-tempest-multinode-full-py3" CI job. That flag was missing in
the patch implementing this feature [1].
