Major Hayden 076be96acb Docs: Fix rendering of :orphan: 
This patch removes the ``:orphan:`` docinfo from the documentation
and instead adds the orphaned docs into the ``exclude_pattern``
configuration option. There's a bug that causes the tag to actually
get rendered in the docs when those docs are brought in via an
include.

V-38650: The rdisc service must not be running.

General-purpose systems typically have their network and routing information configured statically by a system administrator. Workstations or some special-purpose systems often use DHCP (instead of IRDP) to retrieve dynamic network configuration information.
