Major Hayden 076be96acb Docs: Fix rendering of :orphan: 
This patch removes the ``:orphan:`` docinfo from the documentation
and instead adds the orphaned docs into the ``exclude_pattern``
configuration option. There's a bug that causes the tag to actually
get rendered in the docs when those docs are brought in via an
include.

V-38453: The system package management tool must verify group-ownership on all files and directories associated with packages.

Group-ownership of system binaries and configuration files that is incorrect could allow an unauthorized user to gain privileges that they should not have. The group-ownership set by the vendor should be maintained. Any deviations from this baseline should be investigated.
