Major Hayden 2538d3c45a Fix documentation warnings from sphinx 
Many of the documentation pages in the security role aren't
meant to be displayed in a table of contents, and this was generating
lots of warnings in the sphinx output. This patch sets the :orphan:
tag on any pages that shouldn't appear inside a toctree.

Configuration required

The STIG recommends passwords to be a minimum of 14 characters in length. To apply this setting, set the following Ansible variable:

security_password_minimum_length: 14

Deployers are urged to avoid the use of passwords and rely upon SSH keys if possible.
