This change moves the kubeadm.conf file to the kubernetes-unversioned
package instead of including it in all versioned Kubernetes packages.
Test Plan:
PASS: kubernetes-unversioned and all the Kubernetes packages
from 1.29 to 1.32 builds successfully
PASS: Install the ISO as AIO-SX and verify that kubeadm.conf is
present in the path /etc/systemd/system/kubelet.service.d
PASS: Install the ISO as AIO-DX and verify that kubeadm.conf is
present in the path /etc/systemd/system/kubelet.service.d on
both controllers
PASS: Install the ISO with K8S 1.29 as the default version on both
AIO-SX and AIO-DX, and perform a K8S upgrade to 1.31.
