Add the custom StarlingX rbd-provisioner chart to the common custom
chart area of the stx-config repo. Add the chart to the stx-openstack
application RPM.
This chart is based on the content of the ceph rbd storage code
(kubernetes-incubator/external-storage):
- c463bd18 -> kubernetes-1.12.0-beta.1
