Charles Short 6cb636c216 Install vimrc.local into /etc/vim

Add settings to vimrc so that it backwards compatible with
Centos 7.

Test Plan
PASS build base-files-config package
PASS Build ISO
PASS Run the vim command, try to copy text from another window.
