Samuel Allan 39cb6917bb Improve tempest alert rules 
Alert if results not seen for some time
(if an expected test run was missed).

Keep the failed test alert firing until a test run succeeds
(this alert would resolve itself after 5min, which was undesirable).

tempest-k8s

Tempest provides a set of integration tests to be run, in ad-hoc or periodic fasion, against a live OpenStack cluster for OpenStack API validation, scenarios, and other specific tests useful in validating an OpenStack deployment.
