* In order to test the tempest plugin, this patch adds following
jobs against neutron repo.
- neutron-tempest-plugin-api for api tests
- neutron-tempest-plugin-dvr-multinode-scenario and
neutron-tempest-plugin-scenario-linuxbridge for scenario tests
