Slawek Kaplonski 091bcd7d15 Add ETHERTYPE_FIELD_SIZE constant
Currently in Neutron we are using hardcoded value "40" in
various places where "ehtertype" column in database is defined.
We should avoid using numeric values directly so this patch
is adding new constant which represents size of the "ethertype" field
in the database.
