Move project setup from https://docs.openstack.org/infra/manual/creators.html#enabling-translation-infrastructure to this repository since the Infra Manual is now more generic and this setup is specific to OpenStack. Remove now obsolete section in reviewing-translation-import. This is a clean import of the section from the Infra manual. Any changes will be done as followup.
