Extend Monasca's inactive state

The TC needs more time to deliberate the retirement
of the Monasca project team. There's a volunteer that
would like to maintain the project, and this has
been the subject of recent TC meetings. We are
deferring the decision to retire the project team
until the 2026.1 release cycle.
