ze11 is a Zuul executor node with slow git clone times for repos like openstack/nova. Rather than try and spend a bunch of time debugging that issue lets just remove the node entirely. We have plenty of executors for our current cloud quotas. Worst case we can build a new ze11 and add it back after confirming git clone performance is better.
